Who decides what morality is?

Am!This is quite confusing.Honestly! While I firstly took a glance on the topic,what strike in my mind as an answer was 'SOCIETY'.It decides what morality is or should be&then judge accordingly.But this the fact as well that after giving a deep thought to it,my perception changed.
Morality is actually the belief that certain behaviour is right&acceptable while other is wrong&unacceptable.It is divided into 3 sects,i.e moral standards regarding to behaviour,moral responsiblity reffering to conscience&moral identity regarding to who is capable of right or wrong actions.
Though I agree,society(parents, siblings,neighbours,relatives,others etc)plays a very big role in the play but it stops it's act just by conveying it to us.It just conveys the general standards of morality&the trends that are coming on as heritage.The decision of morality is totally self.We are the only one who accepts it & then applies on oneself.As if it was not the situation,the condition&ethics of society has remained static from the beginning till yet,but instead it has changed drastically.For eg;earlier dining together was a very important part of the daily routine which now is moving towards extinction due to busy schedules & no time.Earlier one had to enter home till 8-9 p.m but now staying out whole night is unobjectionable.Premarital sex,same dress code i.e short&vulger,child-marriage,equality etc are some examples.Everything was executed with all rituals laws courtesy in a proper sophisticated systematic order which now has end-up becoming short&sweet ready-to-eat cake.
Even the Children also identify morality with those actions that has an intrinsic effect on the welfare of others.They understand that harming other is wrong & acting fairly is right.Concept of human welfare fairness&rights are inherent & not socially constructed.
Moreover,morality even varies from situation to situation.While the period of freedom fight the people who took part,actually was practicing terrorism which obviously was a wrong act in the dictionary of morality,yet the pages of history call the freedom-fighters with full respect&love&still have a great pride on them.
The perceptions may differ.
